California Stands Against Global Warming
29/Aug/2006: A few days ago, legislation to make California a leader in curbing global warming emissions seemed to be sailing smoothly toward the governor's desk.
Now this historic bill appears stalled because of concerns over environmental justice and emergency exemptions. The Bill Named 32 has supporters from all around the district and AB 32 would cap greenhouse gas emissions among various industries and set up a trading system so industries could meet the caps at the lowest possible cost.
A refinery, for instance, that decreased its emissions beyond the cap could sell credits to industries that couldn't easily invest in pollution controls.
Pollution trading programs have effectively reduced acid rain and other emissions across the country, but groups representing poor and minority communities are suspicious of such arrangements — with some reason.
